Te Makoare signed the Waitangi sheet of the Treaty of Waitangi on an unknown date in 1840, probably in the Bay of Islands. He was a rangatira (chief) of the Te Parawhau and Ngāti Rua-Ngaio hapū (subtribes) of Ngāpuhi.
